That is required. You must read back the departure runway. The controller should have caught that and asked for the runway readback (happens with some regularity). That will be one of the contributing factors with both the pilot and the controller missing it.
There is no FAA requirement to read back departure runway assignments to ATC. It is a really good practice to do so. It may be written in AA's FOM and become a company requirement, but is not required by FAA Orders.
I would not be surprised if this incident did not result in additional legal requirements, as the 1991 LAX runway collision did result in new national restrictions.
