You could try to contact their US offices for example Los Angeles office.
They helped me change my flight from Taiwan to Japan in 2018 when the Osaka earthquake occured. I was happy that they were able to switch flights for me (albeit at my expense) even though it was not a flight to/from the US.
At that time though they did tell me the limitation was they could not waive the change fee without waiting for an approval from Taipei. But given the situation I did it anyway. Just a data point for your reference.
