Is release flight availability released for all destinations 355 ahead or only some availability and countries?

Does reward flight availability below 355 get regularly updated in-year? Are countries generally released in batches?
All destinations get the same release at the same time (00.00 / 01.00). There are no omits.

The popular ones will be gone two minutes past!
