A 21 month old will not fit entirely into the bassinet. Your kid would need to sleep in it curled up, or with his legs sticking over the top. You know him best -- would he be able to sleep like this?
If not, then he would need to share your seat/bed. Might be possible if you or your partner are slim / petite, but would be very difficult otherwise (kid might be able to sleep but you probably won't be able to).
Somewhat unrelated data point -- my most recent red-eye was in suites with a 3 year old and there is no way all 3 of us would have been able to sleep comfortably on the "double" bed.
