"Resort Manager" can mean a few different things, depending on the hotel. Was it just a manager/front office manager, or was it the actual GM? If it was just a front office manager of sorts, then request to speak to the General Manager. If that is who you spoke to, then you can try and raise it to their corporate office and I'm sure you can find an email address through some googling.

To be honest and frank, without knowing exactly what happened, it's impossible for anyone here to say if you are correct in trying to raise it this far up the flag pole or if things are being blown out of proportion. I am sorry you experienced whatever it was and hope things are resolved. However, other than perhaps a comped night(s) somewhere or something similar, I'm not really sure what you are expecting to get out of it.
