You don't "pay a fine" if you do nothing within 30 days. It just means you're deemed to have accepted whatever changes QR has made, and anything afterwards would be considered a voluntary change.
While QR is fond of making minor adjustments here and there, they're usually not major enough to mess up my entire trip. And I've always been informed of any changes, even for 5-minute adjustments, so it's not like you have to check your itinerary every week or so.
If a schedule change is bad enough to require intervention, you (or your TA) really ought to get on it ASAP. 30 days is reasonable enough IMO.
