I would imagine that is was one part equipment inspection and ten parts pilots who decided they were not int he right frame of mind to operate a aircraft after nearly slamming into another plane. The safest thing for those pilots to do after such a close call would be to not get behind the controls again right away.
Kudos to everyone involved in preventing a disaster.
