Haven't been to Peppers, but have stay in Novotel Nusa Dua before.

Have to agree that the rooms/villas does need more TLC.
Service was good.

Another disadvantage of Novotel is their beach club was not directly attached to the resort. you need to ask their shuttle to drive you there.
