Sharing a data point: I attempted to use my first cabin upgrade voucher yesterday having found some J reward flights that worked for me, but it was only possible to book them online ex-LHR. Had to call up the BAEC team to book starting from MAN.
The good news is that much like the AmEx companion vouchers the domestic segment is effectively thrown in as a freebie.
