Okay. I don't have the whole story yet, but here is what I do know.

After getting bags at IAH Terminal E international baggage claim, they went through Customs. After Customs they saw the recheck area and said no one was there but there were a bunch of bags laying around. There was no one to ask.

Finally they found someone to talk to. They ended up taking their bags to Terminal C and rechecking them there--as of right now, I am unclear how they got to Terminal C and with whom they rechecked their United bags.

Does this make sense to anyone???
