It's solely based on marketing carrier and since you are looking at Delta marketed flights, you will earn miles based on fare paid as long as it's not a Basic Economy fare (which earn no miles or MQMs). MQM earnings can vary with booking class, but for coach fares it will be 100% of miles flown for most fares other than very pricey Y and B fares. It's not possible to buy Delta Comfort+ fares (W and S) on KE operated flights since they don't have an equivalent cabin.
