I have a CitI Executive World Elite card…. I believe Feb 28th is the cutoff date for qualification. If my statement cycle ends March 10th, will I get credit in loyalty points for dollar spent on the card by Feb 28th? Or, do I have to have the loyalty points already earned and showing in my AA account by the 28th?

I think the best way to think of this is that all credit card holders get 12 annual transactions reported to AAdvantage monthly. The exactly match your statement balance after your purchases and credits are calculated.
Your February "activity" on AA will be an exact match of the number of miles reported on your statement for that statement, and it'll cover whatever dates of transactions are on that statement.
Look for it in February on about the same date you got your January statement posted as an AA mileage activity. When you actually did the purchase doesn't matter, it's all based on your statement date.
bottom line: If you have last had a January statement post to AA, then you'll definitely get a February one before the LP counter resets. If you have one post in February on some random early date like the 10th or 20th, that's all you get for this LP year for credit, and the transactions after that go for next year LP credit.
