The location does have some level of discretion as to the rate. If the location is near you might consider a visit to the location in advance and discuss the situation with the manager. Hertz IT isn't perfect by any measure. Doubtful the front-line customer service representatives have the option to change the rates, correct or not. Hertz isn't having trouble finding people to pay the higher rates so don't cut off the nose to spite the face. Hertz would prefer you walk away from the rental.
