And I suspect there is substantial overlap in people who flew enough to earn PPs in 2021 and who qualified naturally in 2022.

Did you not receive and get to use your 1K benefits while flying during that time? On top of getting your PlusPoints extended, and having qualifying thresholds lowered, with starter options? UA has thrown US/EU based travellers their bone the past two years. Everyone is acting like UA is extending people who have been directly competing with you for priority in the boarding line or for upgrade space the past 2 years. All reports here are the people being extended are primarily Asia (China) based who have had little/no travel the past two years (so have pretty much cost United and you nothing), likely flying routes that you aren't on (since most of them have remained suspended), and are unlikely to be competing with you for upgrades even if they end up on your route as they aren't getting a new PlusPoints allotment anyways.
+1

Among several of my 1K friends in China who got their status extended, none of them has any PP beyond 1/31/2023.

They receive no fresh PP for this extension.

They have flown UA very little, thus do not compete with most UA flyers for upgrades or overhead bin space.

By granting status extensions, UA is giving them incentive to fly UA again when China opens up.
