It is in the pre July handbook quite clearly. On page 5 it states

"Members must take at least four qualifying flights operated by British Airways within the annual membership period of 12 months and cannot achieve or retain Blue, Silver or Gold status within the Executive Club by only flying on other Oneworld member airlines"
