In PZ instant upgrades beat supported upgrades (UA published this in the past -- but that might be a PN vs PZ artifact), would think that probably applies in PN also.
I don't think that part was in question. It looks like the uknown was whether platinum and lower should waitlist instruments on B fare, when PZ isn't open at booking.

What if you're Platinum booked in B (as I may be starting Feb 1)? Does your priority go down if you apply a PlusPoints request? On a related note, some time ago I think I recall united.com indicating that instant upgrades had priority over instrument upgrades, but there's no mention of it on the current
site. Is it now handled just as a CPU booked in B class?
I agree with above, that for Platinum and below, instrument likely helps. For 1K, it is the case we are all familiar with, where it definitely hurts.
