Took me way more HUCA than I care to admit, but finally found an agent who knew what she was doing. She explained what's happening when it reprices like that is the short leg is based on P b/c of no I availability which then upgrades the entire ticket to P despite the longer leg being I.

She was able to get ticketing to add an X ticket for no additional points despite several agents telling me that wasn't possible.
