the fob, though...that you can theoretically do just by tapping an existing key card without ever involving your phone, unless they have it locked down somehow (to my knowledge though there's not even a way to lock that down). that's why i'm asking.
Something must have changed with the way that's done then (I know they did change the accounts and how they work) because on our 2018 I don't recall having to login anything special when we set up our phones since I don't have a tesla account.
I noticed they have certain things locked down that you can't lock down in a normal tesla ime, while for others it's been wide open, so there are variations for sure. Personally, if I was Hertz I would have thought through all this and locked the cars down to a specific Hertz firmware so it would be a uniform experience and uniform control.

I believe the fob can only be paired with one vehicle at a time though, so it may work if you have a dedicated “travel fob.” Otherwise, if you use the fob with your own vehicle, you’d probably have to re-pair it with your own vehicle every time you come back from a trip.
This is what I was kinda thinking except that the only way this could be an issue is if a particular card or fob was authenticated globally which I don't think is the case. It is a weird concept of having the same 'key' open two cars and thats maybe why it feel strange, but may be completely possible with out an issue.
