I've read several reviews of SQ PE and maybe my experience of my missing pre-departure drink was a covid thing. From what I gather, now you get a pre departure champagne (or juice of water) but in a plastic cup. You also get access to BTC (Book the Cook) but otherwise is basically an economy service with better seats.
