it's absolutely true across all locations and all teslas - to add a phone key, you have to start the process in the app (which means you have to be logged in with the car in your account). you have to tap the key card to finish the process, but you have to start it from the app which is why it wouldn't work for a rental.
the fob, though...that you can theoretically do just by tapping an existing key card without ever involving your phone, unless they have it locked down somehow (to my knowledge though there's not even a way to lock that down). that's why i'm asking.
