Baggage fee waiver depend son your AS or OW elite or BofA credit card status at the time you travel, not at the time you book. That will be determined when you do the check-in not when you book your trip. You will see all your status fee waiver when you do the check-in.
I'm not sure what confirmation emails you've been getting from AS, but mine always include the e-ticket # (under Summary of airfare charges) as well as the confirmation code. I do think that AS should include baggage fee info in the confirmation email, but realize that it could change based on elite status change or other factors like AS credit card addition/cancelation. A link to a website doesn't keep the airline from changing the baggage fees post-purchase. Fees shouldn't be increased once a ticket is booked if the airline decides to increase baggage fees - any purchased tickets should be grandfathered.
