So basically you only earn credits if your spend would earn you a minimum of 150 credits per year. Which I note is the amount of credits a single business class return ticket used to earn before they slashed earnings and made them dependent on the fare price. I wouldn't call that an improvement for single proprietors but it's whatever for larger businesses.
Another improvement (but actually this time) is that pax with a bluebiz number in their reservation will have access to some form of priority boarding on AFKL-operated flights. It doesn't read like they get the full SkyPriority treatment, so I expect that absent other priority mechanisms (premium cabin or elite status) those pax will end up in boarding group 3.
