It can be quite a complex calculation as to whether to "tanker" or not. As taking fuel with you costs money, as the aircraft is heavier and slower, which means more wear on the engines etc etc. A captain friend of mine said they have a chart, which varies for the destination, the take off weight, and the fuel price which tells them approximately how much to take.
