I was invited to Taiwan Centurion a few years back, didn't accept at the time but changed my mind last year. Invite was re-extended, I applied and was soft denied 2 months later because of recent spend profile being too business heavy. Re-applied 6 months later and was approved but the approval took well over a month and card took another few weeks to arrive.
So yes, it's possible to be denied even after the formal invitation and the process can take a fairly long time outside the US.
