An airline/railroad/lounge employee ought to be the one to confront the rulebreaker if needed, but if I were breaking a rule, I'd much prefer another passenger to politely bring the misbehavior to my attention (since a passenger can't do much of anything to you; an airline employee can).
The examples listed in this thread fall outside of the polite category. Bring the bad behavior to the attention of the relevant authority and be done with it. It's their job to enforce "the rules" not yours or mine.
