Eujeanie, thanks for confirming that the emails you received also don't have the baggage prices (for first and second standard bags) in email. You mention a link to a web site, but the governing reg specifically requires the information to be "in text form in the e-ticket confirmation." And the web site you mention provides general information, whereas the reg requires that the information "tak[e] into account any factors (e.g., frequent flyer status, early purchase, and so forth) that affect [baggage] charges."

The reg's approach is a genuine benefit for consumers. Having the information right in the email, customized to a person's situation and itinerary, there's much less dispute about what rules apply or how the rules interact. When the information is in the email, a person who prints the email has a lasting record that's easy to bring to the airport. If a person's data plan isn't working, email often works in a mobile device offline, but a link wouldn't. And an airline can't change the email once it's sent, so this approach naturally protects against post-purchase price increases.

399.85(c) was a hard-fought consumer benefit. Airlines, travel agents, and travel tech providers sought delay after delay. DOT ultimately denied their final requests for delays and, in 2012, told them to get this done. (Source.) I am surprised and frankly puzzled that Alaska isn't complying. Does anyone here know ANY other airline that, for travel to/from/via the US, omits the baggage price information (in text in email) that is required by 399.85(c)?
