It seems highly likely that how lucrative a flyer is plays a substantial role in the GS decision. The first year my wife made GS was at 35K-40K flying out of EWR, BUT every single ticket was in the premium cabin.
If they’re rewarding people whom pay a lot, but who don’t fly often, they won’t clutter up preboarding or the upgrade list (famous last words!)
