Whilst I can't comment on the 283, I took the 281 two weeks ago, landed straight through with Global Entry, then had my GE renewal Interview on Arrival and legged it up to Terminal 1 in under 45mins. So it can be a slick arrivals process, but if it leaves too late I guess there's nothing you can do
