4P in Chinatown yes. No lounge but elites get free drinks at their terrace/poolside bar. Breakfast buffet is reasonable and free for Platinum++. Rooms are less than US$50 a night.

Best of all, it is in the middle of vibrant and hopping Petaling Street with lots of great bars/street food within a few minutes walk. Beats the sterile KLCC area anytime!
