Of course, at that page, you are welcome to browse the fare rules and hit the X button and close the browser if you don't want to purchase that ticket at that fare type before entering your credit card details.
Maybe I missed something, but the page where I could enter my credit card (or other payment information) did not show the fare rules and so I exited out rather than entering my credit card and hitting continue. The bottom of the screen shows the fare details with the full breakdown of charges but not the fare rules.
