The cancellation penalty for the semi-flexible option and all other fares rules would appear at the payment page where you enter your credit card after you enter passenger details.
Of course, at that page, you are welcome to browse the fare rules and hit the X button and close the browser if you don't want to purchase that ticket at that fare type before entering your credit card details.
