Since you have already booked partner airline flights that give 40.000 miles there is no need to status match. Sign to M&S on the same month when you have the first flight. As soon as your status to Elite would be updated, a new period of membership starts and you can fly those 25.000 required in the first year.
AMS-IST is 1358 miles, so you will get 2172 miles with TK status. AMS-IST-BOG and return is correct calculation and that exceeds 25.000 status miles needed for re-qualification.

I see in TK miles accrual table that with M&S Elite status J booking class/code segments have a 'Minimum Miles' of 1.600 and an 'Earnings Rate' of 160%. The AMS-IST (1358 miles), BOG-PTY (469 miles) and IST-AMS (1358 miles) then each accrue 'Minimum Miles' of 1.600 x 1,6, right?
Is it important what date I joined M&S? For M&S Elite qualification I would have to "Earn 40.000 Status Miles in the last 1 year..." It seems like it doesn't matter when I joined as long as the 40.000 miles are earned in the previous 12 months leading up to qualification, right?
Why did you say to not count on TK Welcome Miles for status miles? Don't all miles count as both award ánd status miles?
