To use Israeli law you may well have to use a member of the Israeli Bar ( there is no distinction in Israel between solicitors and barristers) if the flight is not on LY.
Any member of the Bar there will ask, just as those of us here are regulated by the BSB or SRA, whether you have claimed elsewhere or through any other avenue....if they are kosher that is.
Lawyer or not, dishonesty is dishonesty......unless it's about a croissant in the lounge.
There would be no fraud or dishonesty, a traveller could claim under both laws/jurisdictions however the airline could (and would) set-off/deduct the payment made/due under the other legislation.
