Israeli law tends to be more favourable in long delays and when airlines refuse to pay the compensation goes up to NIS 10,000 (≈£2350) but is much much more complicated to navigate
I'm sure our resident lawyers will give chapter and verse, but from my simplistic viewpoint the contract you are entering into, i.e. carriage by BA, could be under either Israeli or UK law for a LON-TLV flight - but it could not be both.
So you have to choose. If you don't have a contract in law, showing offer, acceptance and consideration, then you don't have anything to claim against.
