The lounge staff knows nothing about your Priority Pass membership. All they do is report the number of guests. Scroll back for previous discussions. To my knowledge we have no reports of Citi billing any cardholder for Priority Pass guests.

Bear in mind that each lounge sets its own guest policy, and may limit the number of guests they will accept. The Citi terms do not override the lounge's policy.
