I might be mistaken, but I have yet to see a place in the US where you are required to pay to use a restroom in a public place, like an airport, train/bus station, gas station, stadium, etc.

At the same time, I remember that in Europe using the restroom at the Zurich train terminal was something like 2 Swiss Francs, and at gas stations in Germany was the same situation. In Asia, this practice is quite common in places near tourist attractions.
