I think charter flights are not part of the bilateral. On a lazy Saturday last summer I started counting the number of flights between AYT and PL - it was like 45 or 46 - mostly operated by Enter Air, Smartwings and a few by LO. As per fly4free.pl since Turkey started allowing Polish citizenrs to use the National ID Cards to enter the country, the number of the visitors has exploded. As per fly4free.pl visitors data for AYT for 2022 is as follows:
1. RU - 3 million,
2. DE - 2.8 million,
3. UK - 1.15 million,
4. PL - 765k.
Yes, charter flights are not part of the bilateral.

Also for my earlier post, I assume that the additional slots given for TK for KTW was given solely for KTW, since TK informed their investors that they are intending to start flying to Krakow and Gdansk if there are sufficient market conditions which I doubt happened. Of course, TK could give up some of their WAW flights for GDN or KRK but I assume that they didn't want to do that.
