The short haul return was never waitlisted because it has always been available; they didn’t confirm the seat because the whole ticket was not ready to be issued (not sure what’s the correct process is)
But a Y-to-U upgrade (short-haul) and a W-to-U upgrade (long-haul) cannot be issued in the same award, so they do need to be issued into separate tickets, even if in the same PNR.
