There is no fee to convert flight numbers and A indeed maps to E, which is upgradable. HUCA ... that should not cost a cent to do. Now, the seat assignment fee will be gone if you upgrade and succeed. You call UA to ask to 'use +Ps to upgrade and you need a conversion to the native LH flight number' ... that should trigger the right pavlovian reflex And be free.

All of that has nothing to do with the change you want to do. Do the change before or at the same time as the flight # conversion. Once the UG request is in or confirmed ... it will be a MUCH greater mess to solve to say the least.

LH upgrades are comparatively easy and clear very often. While they are waitlisted ... call LH and get your seat assignments back. If the upgrade clears ... I'd still ask for the seat fees to be returned ... but it is not likely to work IMO.
