That verbiage you saw is something that is internal to HH and properties.

Hotels cannot take points from a HH account the way how you're suggesting. Property level OnQ will not let you make a redemption reservation, attach a certificate or modify dates. Years and years ago you could, but that's at least a decade gone. At best if you have managerial level access you can cancel a redemption reservation but that's as far as a property can go. Anything past that is either HH or some type of IT glitch.
