I happen to know of another person with under $25K in spend who was reinvited to GS for 2023. So it feels like they are partially extending people who are existing members at least one more year who had limited activity.
I wonder if one factor in this is looking at annualized late-year flying patterns & comparing it to pre-pandemic. For example, someone who flew TPAC monthly in 2019, did none through July, 2022, but then flew TPAC again monthly through the end of the year would be a good person to requal for 2023 even if total 2022 spend was low.
