Picked up a Model 3 in PHL today and the agent said 70% or above on return or a $35 fee. It was 100% at pick-up. A few months ago I was going to rent one and had the email that stated 10% or a charge on return. Of course, I deleted it and it was deleted from there after 30 days, so I don't have it anymore.
