Last year we did a car rental in France from Budget. When I made the rental I was pretty sure it said spouse was free additional driver. They told us that was only in North America. Was a long rental (over 3 weeks) so we ended up paying the maximum amount.

We are planning a trip for Spain in the spring and was wondering if anyone know agencies that do not charge additional drivers. We are Hertz Five Star but hertz is so much more expensive than other car rental companies. And lots of them in Spain I have never heard of and some pretty bad reviews.

edit to add: Forgot to mention I put in an autoslash request and budget was the cheapest. Just want to see if other companies are more competitive with respect to true total cost.
