I believe that the recommended (not the minimum) check in time is 2 hours anyway. They are suggesting some extra time for ticket issuance which isn't too bad an idea, though maybe an hour is a bit more than necessary. I have found that picking up a PTA can take 20 minutes

It is not uncommon for them not to issue e-tickets when the person buying the ticket is not travelling
