If I was SW I would just send everyone who checked a bag $500-$800 and be done. Who has time to sort through ~1 million bags? Anyone who claims more would have to apply with a detailed item-by-item account.
Way cheaper to deal with them one by one. And many folks have special items in them. And some not so smart have meds in them, or non replaceable items.
By the way, just about every bag belongs in one of two cities indicated on the bag tags. Origination, and destination. So, not that terrible to get them to the right place.
