lap infant will be way easier in CW (any format) as they can snuggle in beside usually. The bassinets are only really suitable for tiny babies and turbulence means an eviction. Premium economy I think has the high walled seats which are awkward with children, and actually economy is somewhat better with a second child as the armrests usually lift so you can snuggle.
