This happened on my flight back from HAM early December, where I was in CE row 8. I was Group 1 so boarded early and saw an economy passenger put his huge rucksack above row 5 and walk away. When row 5 appeared, towards the end of boarding, they could only get a single bag above them and struggled to find somewhere for their other cabin bag.
On my recent LHR- VIE one of the cabin crew pro-actively told passengers queuing in the aisle during boarding to use whatever space they could find in the overhead lockers, including in rows that were in front of their actual rows. This was in the ET cabin, so would probably not have inconvenienced any CE passengers, but I can see how some passengers might in future think that it's ok to do this all the time and even if it's just in the ET cabin, it's not ideal to have lots of passengers stowing their bags away from their own row.
