A 3 year old is required to have their own seat. So, I would say, no. I do not see any reason why it would be any different than sharing a seat with an adult. Sounds like a bad idea. Some airlines would allow you to do a one time swap but that is very much crew dependent though as I think official airline policies are to not allow it.
