AA's response is ungrammatical, but they do say in the third paragraph that pretty much every passenger who has a OW FF account regardless of cabin gets access to AC.
Have I read their statement right?

The 2nd paragraph is wrong. All OW passengers with that stays have access when flying from or to outside of North America (MEX is Ok), AA members with that status included
The third paragraph is also wrong. Simply having a OW membership, without Emerald/Sapphire, does not qualify for lounge access.
