We routinely called out Payless as a bad actor when they were an independent company. Frankly, they were terrible then. The good news is, that while it took a few years to accomplish, AvisBudget Group, the new owner of Payless, has completely turned around the company culture there.
While they are still considered a deep—discount brand, they have a sufficiently good track record now that we wouldn’t hesitate to recommend them. Just manage your expectations that renting with them may not be as seamless as renting from one of the majors.
